This report analyzes challenges to the Egyptian state from the Muslim Brotherhood and vigilante Muslim groups. The author argues that Cairo's problems stem from the economy, which is seen by many Egyptians to be enriching the few, while driving the masses to make more and more sacrifices to preserve a deteriorating standard of living. The report warns that further decline in the standard of living could provide oppositional groups with an opportunity to intensify their public support. The study also cautions US policymakers that the mood of the Egyptian people, as well as the religious movement, should be carefully assessed before encouraging Egypt to make economic reforms.
