This study examines the open-source literature on the topic of the Revolution in Military Affairs (RMA). The authors argue that much of this literature has concentrated on defining and describing military revolutions but it has not offered either comprehensive basic theories of RMA or an analysis of the policy choices and implications created by RMA. They provide a set of hypotheses regarding the configuration and process of revolutions in military affairs and examine some of their potential policy implications.
