This publication examines the implications of the 21 October 1994 agreement between the US and the Democratic People's Republic of Korea (DPRK) to resolve the dispute over North Korea's nuclear weapons program. The report overviews the content of the agreement and the criticisms of it. The core of the publication analyzes the strategic implications of the agreement and the likely problems in its implementation. The author's primary focus is the involvement of the US as a mediator in inter-Korean relations, its alliance with the Republic of Korea (ROK), and the changes in North Korea’s international status that full implementation of the agreement may foster.
