This report provides information on the January 2005 Comprehensive Peace Agreement (CPA) in Sudan, which ended the war between the Khartoum government and the insurgent Sudan People's Liberation Movement/Army (SPLM/A). The authors explain that implementation of the agreement has been lagging as a result of the old regime's lack of will to embrace genuine power sharing and elections. The report makes a number of policy recommendations to all parties involved, including the government of Sudan, the armed groups in the South, the SPLM/A, and the international community.
