This article seeks to provide a critical analysis of the new Constitutional Treaty (CT) for the European Union. As the author argues, some progress has been made with regard to the Treaty of Nice, but there have also been some u-turns from the draft version submitted by the Convention a year earlier. In a brief summary, the author lists the top ten innovations of the new CT and highlights its positive and negative aspects. As the author concludes, the new CT is the maximum that could have been achieved on a political level and therefore should be appreciated as such. However, he anticipate the next challenge in winning the voters' hearts and rally them around this "quasi-Constitution".
