This paper examines the critical issues affecting the establishment of effective command and control arrangements for multilateral operations in which US forces have participated. The author formulates several considerations for creating integrated command and control structures. He claims that command and control is the primary source of tension and generally manifests itself as a political concern. The report provides a list of factors that influence effective command and control of multinational military forces.
