This text reviews government efforts to reduce the deadweight losses and coordination failures associated with sovereign debt restructuring. The article’s author specifically emphasizes 1) the deficiencies in current sovereign debt practices, with a strong focus on non-cooperative bargaining and systemic dysfunction, and 2) assesses the faults and merits of future policy proposals that are on the table, including state-contingent contracts, debt buybacks, and guaranteed restructuring.
