This paper assesses the impact of aid reforms aimed at returning ownership of decision-making and policies to the recipient state. It examines how aid relations have evolved since the 1980s and the degree of ownership in eight African countries. The author discusses the gradual entanglement of donor and government institutions, which has led to a state of permanent negotiation - with the outcome that governments have little time to devise policies independent of donors.
