This publication discusses the future prospects for European Development Cooperation, arguing that the way EU policy for global development will depend on EU enlargement dynamics and the increasing emphasis on global public goods. It examines the internal and external drivers of change for the EU, and outlines three possible scenarios of what EU policy could resemble in 2020.
