This paper evaluates the potentially huge social and environmental risks for the Mekong River and the millions who depend on it for their livelihood of planned dam projects in Laos and Cambodia. The author argues that the Mekong River is one of the key areas globally for the contest between economic development and social and environmental sustainability and for effective political cooperation between the states of mainland Southeast Asia. He concludes that in both cases the challenge is not being met yet.
