This publication focuses on how to define and measure the well-being and progress of societies from an EU policy-maker's perspective. It identifies factors associated with 'quality of life' that can be directly influenced by policy choices, such as employment, education and income levels. The authors argue that the existing evidence highlights areas where policy-makers need to focus their efforts to increase citizens' life satisfaction, including quality of work and health. They also provide recommendations on what could be improved so as to give EU policy-makers the information they need in order to optimize their policy choices.
