This publication analyzes the changes that NATO is facing at the end of 2009. The author argues that the organization is at a crossroads: Will it now reinvent itself yet again, or will it return to a passively defined approach of protecting Europe? The author outlines the development of NATO since 1989, and briefly assesses the achievements of the organization. He then lists a series of recommendations that NATO should undertake in order to be more efficient in the future.
