This publication focuses on issues concerning the operation of the state and the policies of its authorities in Ukraine following the 2004 Orange Revolution. The author argues the events of 2004 did not lead to any revolutionary change in the functioning of the Ukrainian state, though the system's progression toward autocracy was halted. He contends that economic reforms were never carried out, nor were reforms of the ineffective judicial system. Yet, the author notes that despite these shorcomings, Ukraine remains the most democratic state in the Commonwealth of Independent States.
