This briefing examines the massacre on 23 November 2009 of 57 people by the private army of a warlord allied to Philippine President Gloria Macapagal-Arroyo. The authors inquire into the massacre itself, its background and the government response. They also relate the massacre to the peace process between the Philippine government and the Moro Islamic Liberation Front and identify opportunities and dangers in its aftermath.
