This publication analyzes the challenge of Afghanistan. The author reviews the current US policy for Afghanistan and the tactical decisions awaiting the Obama administration and the European NATO members. The author argues that it is possible for the US to by-pass Afghan President Hamid Karzai and to work directly with local and provincial administrations.
