This monograph provides insight into the problems and prospects of the US and Europe in creating a new security relationship with Russia - one that can enhance the national security of all three. In particular, it examines Russian President Dimitri Medvedev's 2008 proposition to the West to create a new European security system. The author argues that the time has come to provide Russia with a NATO Membership Action Plan (MAP).
