This paper explores the impact of revolutionary changes in the administration of law on governance in Colombia. It describes the transformation of the country's judicial system from the Roman law-based inquisitorial system to an accusatory system, supported by the US under Plan Colombia. The author argues that this has made the imposition of the 'rule of law' possible and that as a result, the country has become much safer.
