This article discusses elements of the system of military confidence- and security-building measures in Europe: the 1990 Treaty on Conventional Armed Forces in Europe (CFE) and the relatively less known Vienna Document of 1999. It argues that for the Vienna Document to be properly implemented requires the settlement of the NATO-Russia political dispute over CFE.
