This paper examines regime-induced displacement in the case of fragile states. The author argues that it creates a different set of concerns for refugees and internally displaced person (IDP) protection than flows caused by situations of generalized violence or by non-state actors. He asserts that resolution, rather than containment, should be the primary focus of efforts to deal with regime-induced displacement.
