This report represents a first attempt at comprehensively explaining the Norwegian whole-of-government approach to peace operations, as well as analyzing its effectiveness to date. The authors firstly provide a short introduction to the whole-of-government approach before examining it within the context of Norwegian foreign and defense policy. Following this, the paper explains the Norwegian approach as it applies to Afghanistan, and more specifically to the Norwegian Provincial Reconstruction Team. The authors conclude with a comparative analysis of the Norwegian model against other countries' experiences in order to assess the strengths and weaknesses of Norway's approach.
