This edition of China Analysis focuses on the issue of nuclear proliferation, with the various articles demonstrating that Chinese policy-makers, officials and intellectuals still harbor fundamental disagreements with the West over non-proliferation. The overall impression is that the Chinese foreign policy elite say they will continue to cooperate on issues of proliferation, but will not bear the costs of non-proliferation efforts.
