This report examines the extent to which international attempts at addressing conflicts on the Horn of Africa have successfully taken regional and cross-border aspects into account. It contains three case studies, on the Gambella conflict formation, engagement in the Ethiopia-Eritrea Conflict, and the role of the Inter-Governmental Authority on Development (IGAD) in peace and security. It explores the impact of the UN's involvement, the weakness of the respective states, porous borders and interdependencies in the region, highlighting the complexities of trying to resolve conflict in the region.
