The author of this monograph argues that the touchstone of 'success' in counter-terrorism in the Maghreb should be whether authorities can, within a largely ordinary civil policing and criminal justice paradigm, lawfully and formally prevent and deal with terrorist threats. This monograph is intended to stimulate informed and reasonable debate about the potential for improving terrorism prevention through criminal justice systems in the region and indeed in Africa as a whole.
