This paper explores the controversy surrounding both the New Partnership for Africa's Development (NEPAD) and the African Peer Review Mechanism (APRM). Although APRM is generally considered the most innovative aspect of the NEPAD, it represents an ambitious attempt by key African countries to lever themselves out of the cycle of poverty and instability by taking responsibility to maintain standards of conduct.
