This paper critically examines South Africa's arms export policy since 1994 and the dynamics pertaining to policy-making and policy execution in relation to arms export controls. It reviews the history of South Africa's pre-1994 arms industry, the post- 1994 debates on arms exports policy and an update on current events. It also discusses the arms transfer policy by focusing on the role of parliament to oversee arms exports and ensure transparency and accountability.
