This paper discusses the Polish-led EU Battle Group, with Polish troops comprising half of its personnel, as standby for military missions. It argues that the likelihood of the Group's deployment is not high, because of major weaknesses of the system under which EU Battle Groups operate. It concludes that overcoming systemic dysfunctionality and rationalizing mechanisms for generating forces for EU military operations may be the subject of Polish initiatives when it holds the EU's rotating presidency in 2011.
