This article discusses al-Qaida's increased role in Yemen as a result of internal problems which left it incapable of dealing with terrorism. It contends that given the instability in Yemen and the strong public support for al-Qaida, an overt armed intervention by the US is unlikely and ill-advised. It also argues that the international community should increase development aid to Yemen, in order to prevent deeper instability.
