This working paper provides a snapshot of what is known about arms transfers to Sudan’s state forces since the signing of the CPA, as well as the distribution and circulation of weapons to non-state armed groups. It argues that arms flows to and within Sudan remain substantially characterized by patterns, actors and methods established during the second Sudanese civil war.
