This paper is focused on tackling top-down codevelopment in a comparative perspective. It examines the different characteristics of the codevelopment concept in three European countries: France, Germany and Spain and in the EU itself. The genesis and meaning of the concept in each country, and the associated topics (remittances, circular migrations, brain drain, labor markets needs, return aid, migration management and border control, etc.) are also discussed.
