Now that the Istanbul Cooperation Initiative (ICI), launched by NATO in June 2004 in a spirit of outreach to Gulf Cooperation Council (GCC) member states, is into its sixth year and has almost reached the age of reason, it is time to draw up an initial balance sheet and offer some food for thought about the ICI's future.
