This article explores the debate surrounding civil military relations and civilian control of the military in the US. The authors attempt to explain the basic features of the civilian-military relationship and provide an overview of its history. They point out several conditions that put the relationship under particular strain and contend that the Secretary of Defense is, by virtue of several institutional peculiarities, at the nexus of the relationship.
