This article reviews the nature of terrorism and the challenge it poses to conventional US defense planning. The author argues that in comparison, contemporary terrorists are amateurs who are more likely to act from religious and racial convictions rather than radical political or ideological motivations. Their objective may be to kill large numbers of people, but they are less predictable and more difficult to apprehend before the incident occurs.
