This briefing on the provisions of the Cluster Munitions (Prohibitions) Bill [HL] has been prepared for the Second Reading debate on the Bill in the House of Commons, for which no date has yet been set. The Conservatives and Liberal Democrats have given their full support to the Bill, which made its way through the House of Lords without amendment. While this briefing focuses mainly on the provisions of the Bill and the course of its progress through Parliament so far, it also provides a short background to the Convention itself and discusses some of the issues that will face those seeking in future to implement its provisions at the national and international levels.
