This paper assesses how Uganda is faring in the provision of safe drinking water and sanitation to its population and makes several recommendations that could be crucial to enhancing the capacity of the Ugandan government to attain the MDG targets on water and sanitation by 2015. The recommendations include adopting a rights-based approach, domesticating the right to water through the Constitution, using social marketing to improve the delivery of sanitation services, adopting transparency, accountability and participation as guiding principles, and popularising the localisation of MDGs.
