This book contains Papers presented at the Conference on 2005 Partnership Action Plan on Defence Institutions Building (PAP-DIB) Regional Conference for the Caucasus and Republic of Moldova, held in Tbilisi, 25 April 2005. Arrangements for the democratic control of defense activities have to be equally applied to the constitutional, legal, and administrative framework regarding the division of authority and inter-relations between the executive, legislative and judicial powers in the state.
