This report describes what dumping is and what makes it possible. The authors analyze the most recent evidence of export dumping of agricultural commodities originating in the United States. The impact of agricultural export dumping on developing countries is reviewed, including the impact on farmers, national food security, and balance of payments. The existing multilateral agricultural trade rules related to dumping are considered. The final section of the report suggests possible remedies, including the multilateral trade and other international agreements, to reduce and eventually eliminate this destructive practice.
