From September to December 2009, the Overseas Development Institute facilitated an e-debate on the future of European Development Cooperation by a group of 'EU Change-Makers'. The e-discussion was run as a series of ten one-week topic debates. It was agreed that participation on any theme would be (a) voluntary and (b) open-ended. The Change-Makers were invited to write as much or as little as they liked and to post longer papers or reports on the website. The chosen topics addressed the main debates and fault lines that have appeared in discussions on European development cooperation. With a new European Commission (EC) and new structures as a result of the Lisbon Treaty, the EU institutional architecture and the outline of a new EU development script were central themes in the discussion.
