Persisting low levels of local ownership hamper the progress of integration projects and democratization of the countries of the Western Balkans. Donor-driven agendas of civil society, assistance overlap and ineffectiveness, and low awareness of the benefits and responsibilities of meeting EU and/or NATO requirements for the countries and societies themselves continue to significant degrees despite steps to address them.
