For the Comprehensive Approach to function at the Alliance-level, the new Strategic Concept must promote a level of ambition to use NATO to that effect. Indeed, the Comprehensive Approach must be seen from the outset as a whole-of-government/ s issue with structures built accordingly at Alliance-level to plan, direct and coordinate with the sustained backing of nations to support the theater-level effort. Equally, the Alliance must avoid over-bureaucratizing the process by avoiding the flags-to-post trap that so undermines NATO efficiency.
