This report is based on discussions in the CEPS Task Force on “Benchmarking for the EU ETS and Beyond”. The EU emissions trading system (ETS) is the flagship climate policy tool of the EU. The new ETS Directive, applying from 2013, has set auctioning as a default allocation method.
