This paper contends that Iran-Russia relations have reached an unprecedented peak in late 2016, primarily because of their military cooperation in Syria, a shared vision of the global order, and mutual criticisms of Western policy in the Middle East. The text’s authors also argue that if Europe wishes to maintain effective relations with both countries, it shouldn’t pursue policies that seek to create divisions between them. Instead, it should use its limited leverage to try and reduce the current level of violence in Syria.
