In this paper, the author argues that it is necessary to rethink the relationship between fundamental rights and EU citizenship as provided for in the Treaty of Lisbon. She examines the attractiveness of EU citizenship, and the changing meaning of citizenship whilst also outlining the key aspects of the EU Charter of Fundamental Rights.
