This paper summarizes the main points of the “Project Europe 2030: Challenges and Opportunities” report on the challenges Europe is likely to face in 2020–2030. These include the global economic crisis and its consequences, aging societies, falling economic competitiveness, climate change, growing dependence on energy sources, a changing international order, and the threat of terrorism, organized crime and nuclear proliferation. The report concludes that, faced with these challenges, Europe will either reform or lose. The author of this paper argues that the report, although not binding, contains useful recommendations on how to prevent a scenario in which the EU is marginalized.
