In this monograph, the author takes a closer look at the issue of civil-military integration. She argues that much of the debate about how to best organize for unity of effort revolve, essentially, around the question of who should shape the political landscape during war—that is, who rules contested territory. She argues that there are continuing disagreements about who should lead the shaping of the political landscape in war and that while doctrine has advanced in this area, good doctrine does not guarantee the effective execution of governance-related tasks. Sound operational approaches are required as well.
