This report focuses on the handover process from international to local actors at the end of peace missions. Three case studies from past UN peace operations are used to extract concrete lessons: the United Nations Operation in Burundi (ONUB: 2004–2006), the United Nations Mission in Sierra Leone (UNAMSIL: 1999–2005) and the United Nations Mission of Support in East Timor (UNMISET: 2002–2005). Various factors in the handover process in the three missions are identified. The report compares the experiences of the three missions, and analyzes how these cases dealt with recurrent operational dilemmas involved in a handover.
