This paper discusses features of the ideological evolution of the Taliban and its quest for legitimacy in Afghanistan. Terrorist organizations are learning organizations, and the Taliban have learned something from their past mistakes. The author argues that they are striving to moderate their policies and establish themselves as a mainstream independence movement.
