After almost three months of negotiations, in June 2010 the presidency of the EU Council, the High Representative for Foreign Affairs and Security Policy, the European Commission and the European Parliament reached a political agreement on a proposed Council decision establishing the organization and functioning of the EEAS. As announced by representatives of EU institutions, the EEAS is to become operational as of 1 December 2010.
