How can the international community implement its responsibility to encourage and help states to exercise their responsibility to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanity? What kind of collective action should the international community take if national authorities are manifestly failing to live up to their own protection responsibilities? Who should decide and who should take such collective action on behalf of the international community? And how does the responsibility to protect relate to the UN Security Council’s primary responsibility for the maintenance of international peace and security?
