The EU has not yet created a uniform electoral procedure to the European Parliament. Although the basic catalog of electoral principles was defined in the Act concerning the election of the members of the EP by direct universal suffrage of 20 September 1976 (the Act), substantial discrepancies persist in the way of electing members of the EP. A draft report presented by Andrew Duff at the Constitutional Affairs Committee’s meeting on 12 July 2010 confirms that a further harmonization of electoral procedures is necessary to enforce the principle of EU citizens’ equality through equal terms of allocation of seats to the EP and to boost interest in the EU’s public affairs.
