The first two papers in the series, France, by Bruno Tertrais, and the UK, by Lawrence Freedman, published together in this volume, present an interesting contrast. Nuclear weapons play a central role in French security policy; it would therefore require a united initiative by other nuclear weapon states, and especially by the US and Russia, to persuade France to join disarmament negotiations. In UK security policies, on the other hand, nuclear weapons play far less important roles, making it likely that any serious disarmament initiative by the US would gain support in the UK.
